The last time the Governor gave a budget address, there was optimism about the budget forecast and there wasn't a pandemic. Neither of those things are true this year, as the Governor unveils his penultimate budget address. COVID-19 took a wrecking ball to the state's finances, and without federal intervention, there are fears of serious budget shortfalls in the future. Gov. Wolf has, as a result, tailored his usual list of desired new programs down, with the proceeds meant to focus on COVID-19 relief. We're back to budget season, folks.
