Pennsylvania returned from Memorial Day weekend to discover that the state legislature has developed a temporary budget. The plan, if it succeeds, would be to fund the budget at current levels until the end of November. At that point, another budget would need to be crafted to fund the rest of the fiscal year. As counties around the state continue the slow march to reopening, the budget process reflects the uncertainty of the pandemic.
