Harri Haas has been a member of Luzerne County Council since 2012. He lives in Kingston, and teaches history at Dallas Middle School. Mr. Haas wants to address the "rain tax", which is a stormwater fee imposed on local property owners in his area that complies with federal rules. Mr. Haas is running in April's primary in Pennsylvania's 8th congressional district, which is located in the northeastern corner of the state. The area includes Pike, Wayne and Lackawanna counties, and parts of Luzerne and Monroe counties.
