Governor Wolf proposed during his recent budget speech that a scholarship fund be created for the benefit of students attending any university within the state's system of fourteen schools. The needed money would be transferred from Pennsylvania's horse racing fund. Todd Mostoller, Executive Director of the PA Horsemen's Benevolent and Protective Association, says the funding reduction would devastate the state's horse racing industry.
