Pennsylvania law states that "a person may be convicted of criminal homicide for causing another to commit suicide only if he intentionally causes such suicide by force, duress or deception".

Rep. Dawn Keefer blames an online chat forum for 25-year-old Shawn Shatto taking her own life.

Shatto's mother says she felt "horror" having learned that "website predators" guided her daughter to poisoning herself over the course of several weeks.

Rep. Keefer called the incident "murder by proxy".  She's introduced a bill called "Shawn's Law" that's designed to put offenders behind bars for a longer time than current law prescribes.
