Two grand jury reports have documented chronic and systematic sexual abuse of hundreds of minors by priests in all eight Catholic Dioceses across Pennsylvania.   Their recommendations were to eliminate the criminal statute of limitations for victims to sue their abusers,  and to create a two-year retroactive window for victims to sue who had aged out of the system.  Rep. Jim Gregory revives the latter idea that met with resistance from the Senate last year.
