Gov. Tom Wolf gave his fifth budget address this week, which as presented, did not increase taxes, though full funding for several environmental agencies and other programs relies on a $4.5 billion borrowing plan that would fund infrastructure projects from rural community broadband, to state parks. Legislative leaders offered their rebuttals to some of the governor’s proposals.
