Acting Secretary Robert Torres' office oversees elections in Pennsylvania. The secretary says we're constantly reminded that worldwide cybersecurity threats are growing, and hackers have become increasingly sophisticated. The governor has charged him with the task of implementing voter-verifiable paper record voting systems by the end of 2019, preferably by the general election in November of that year. Secretary Torres says a paper ballot, whether marked by hand or by technology, will allow for a more complete audit of the results.
