November's election for lieutenant governor is happening under unusual circumstances, because the incumbent lost his primary. The Democratic spot on the ticket has been filled by the mayor of a small town in western Pennsylvania. John Fetterman, the mayor of Braddock, says his community has been ravaged by decades of deindustrialization. But if Braddock can turn things around, Mr. Fetterman says, any community can do the same.
