Ever since a grand jury report came out about sexual abuse of children by priests, several legislative proposals have been made. Eliminating the statute of limitations, expanding the list of mandatory reporters, and making sure nondisclosure agreements don't interfere with law enforcement investigations are being debated. But Rep. Paul Schemel wants to take a difference approach. He wants to compensate victims with funds paid out by an independent panel called a "Truth Commission." It's based on an example set in South Africa that avoided violence in the post-Apartheid era.
