Rep. Todd Stephens sponsored the original law in 2014 to help protect children in the wake of the Jerry Sandusky Penn State sexual abuse case. Motivated by a recent grand jury report on sexual abuse of children by priests, the representative wants to make sure the existing law is applied as broadly as he originally intended. He wants the list of mandatory reporters (those required by law to report child abuse) to be clarified and expanded. Another of his priorities is making sure nondisclosure agreements (legal arrangements where a sum of money is paid in exchange for silence) don't prevent law enforcement from getting the facts about cases of abuse.
