Senator Mike Regan recently testified in front of the PA Senate Education Committee as a security expert and former U.S. Marshal.  He says that right now, superintendents and school boards are allowed to formulate their own security plans,  but each school needs the advice of security professionals that addresses a school's unique needs.  Senator Regan also favors rigorous and recurring training for school personnel, so they know how to function under extreme duress.
