Jeff Bartos is a real estate investor who says he's a proven business and community leader. He's also done executive work for companies that build houses and install insulation. Scott Wagner, a Republican running for governor, has declared Mr. Bartos as his "running mate," although that's technically incorrect. In accordance with Pennsylvania's constitution, Mr. Bartos must run by himself in May's primary, and win, in order to earn that distinction.
