January 28: PA Lottery Privatization

Earlier this month, Gov. Tom Corbett awarded a 20 year contract to Camelot Global Services, to manage the Pennsylvania Lottery, pending a legal review by PA Attorney General Kathleen Kane.  PA Revenue Secretary, Dan Meuser, and PA Secretary of Aging, Brian Duke, appeared on the PCN Call In Program to discuss the privatization of the PA Lottery.

    Why is the gov using are PA dollars to support the UK? when that money is for are American senors . These are funds we the People put forth for years for are PA games, the UK gave nothing . Now there to claim money that is for there bonus checks an there pay raises an having are American poeple fired from there owen jobs.  What about are senors if we have this kind of money sitting in are PA lottery games why isnt being used for are AMERICAN senors. Is the PA GOV going to pay for the tax increase for the mistake they made knowing that we are a LOW income state to begin with or is it the gov is only thinking of there owen bonus there getting for  making an ugly deal out side are USA. Why such a quick deal as well we the people have rights are CONSTITION RIGHTs we put the funds there from are hard income then to have are owen gov do what ever he felt with it . We the people should have desided what to do not are gov they didnt put the funds there. Then to state such people CAMELOT to are pa Lotto players CAMELOT is from the UNITED KINGDOM this wasnt told to people as to who camelot . Are gov did what ever they wanted with are pa dollars then to have are American poeple fired from there owen jobs. Why isnt the president staning into this matter. The uk wants to use are internet as on open book to have online internet gambling. We were an open door for 911 now are state wants to put are internet at risk for a forn country. Are pa gov needs to look into the law signed by Bill Clinton he BANDED internet gambling do to are HOME LAND SECURITY. Sadly to say we the PA people Voted this Govener in. AS Doanld Trump would state: YOUR FIRED

    A private company means private profits and this particular company means job losses for Pennsylvania. Seriously, if you absolutely *must* gut public jobs in favor of private profits, at least use a US company, preferably one in Pennsylvania.

    Secretary Meuser met with Camelot in November of 2011. 5 months before the RFQ (search for companies to do this). How much money can Camelot make in political contributions????
    Also Mr Duke talks about people waiting for services. They failed to mention that the administration took a record $309 million from the Lottery General Fund to pay the state’s commitment to Medicare for nursing home expenses & dept of Aging salaries. Had this fund not been robbed over the last 5 years there would be over $1 billion in it. There would be no one waiting for anything.

    Boo Hiss.  Not one caller tonight was in favor of this privatization effort.  Is this a done deal?  I would like to hear more about the RFP (request for proposal) process.  Who was turned down, and why?  How long did the process last?  Why can’t we Pennsylvanians have a say in this?  This stinks.

      no one was turned down. There were 3 parties originally, Camelot, Tatts Group & G-Tech. Tatts pulled out in August. G-Tech notified the state on 11/6 they were pulling out because the Lottery changed the PMA (private managment agreement) for the 5th time & wanted a response 5 days after the last change. This left Camelot as the sole party involved.  Employees were told on 11/9 that the administration was looking at the business plans of the parties & on 11/16 Camelot submitted a bid, with an expiration date of 12/31/2012. Oddly or conveniently no General Assembly was in session. A lawsuit was filed by the union, several legislators and some senior citizens on 12/16. Corbett announces on 12//19 or 12/20 he will wait for the union’s response until 1/8 & gets Camelot to agree to it. Also a senate hearing is scheduled for 1/14/2013. The union responds with their proposal & Corbett disgards it & announces he intends to award the contract to Camelot on 1/10/2013.
